Meet Our Candidates

The Coalition for Common Sense is proud to endorse Ryan McCullough, Gary Fox, and Katie Inabnit Bell for the P‑H‑M Board of School Trustees.

Ryan McCullough

Ryan McCullough has been a member of the P‑H‑M Board since 2021 and currently serves as vice president. He is a 1995 graduate of Penn High School, as well as the father of two Penn grads and one current Penn student.

Ryan's top priorities are promoting safety for our students, staff, and parents; ensuring our educators receive the resources they need to achieve best results; and continuing to invest in, improve, and maintain P‑H‑M's buildings, facilities, and transportation.

Gary Fox

Gary Fox is a retired CPA, the father of two Penn graduates, and the grandfather of two current P‑H‑M students.

Gary previously served on the P‑H‑M Board from 2000 through 2020. During that time, he helped develop an action plan that resolved financial shortfalls, stabilized the tax rate, and ushered in substantial improvements in student performance. As a result, P‑H‑M became one of the top school systems and one of the best bargains in Indiana.

Going forward, Gary hopes to grow P‑H‑M excellence through a focus on safety, transparency, accountability, and fiscal responsibility.

Katie Inabnit Bell

Katie Inabnit Bell is a Penn alumna, former teacher at Prairie Vista Elementary, and mom of three children who will soon enter the P‑H‑M system. Katie also taught in the Chicago Public School system until she and her husband decided to move back to Osceola, specifically so their children would grow up in P‑H‑M schools.

Katie knows firsthand the devotion P‑H‑M's teachers have to their students and the resources they need to provide the safest, most effective educational environment possible. As a mom and teacher, she brings a unique and balanced perspective rooted in honesty and integrity.
